Albania Appoints the World’s First Virtual Minister. No Corruption!

? Albania has become the first country in the world to appoint an artificial intelligence as a government minister, reports Politico.

The virtual minister is named Diella, which means “sun” in Albanian. He will be responsible for all government procurement, said Prime Minister Edi Rama on Thursday.

According to Rama, decisions on tenders will be formed in the relevant ministries and passed to Diella, who will act as a “servant of public procurement.” The Prime Minister emphasized that the AI cannot be bribed or persuaded, and its actions will be fully transparent and objective.

“Albania will become a country where public tenders are 100% incorruptible, and all funds passing through the tender process are completely transparent,” Rama stated.

The AI will analyze company proposals, assess compliance with requirements, and make decisions based on algorithms without human intervention. According to government plans, the system will:


  • Eliminate corruption and favoritism in public procurement;
  • Speed up the tender process;
  • Ensure transparency and accountability for all participants;
  • Create a database for analytics and improving procurement policy.

Diella operates on a next-generation AI platform and uses advanced data analysis algorithms, minimizing errors and evaluating proposals as objectively as possible.

Experts are already discussing potential benefits and risks:

  • On one hand, this could be a breakthrough in fighting corruption and increase trust in government processes.

The Albanian government states that implementing Diella is part of the country’s strategic digitalization plan aimed at modernizing governance and attracting investors.
